I created a custom race with the Racial Trait of Colonizers. I colonized many planets (I had 13 planets in my planet list, if it matters). I colonized another plant and started placing construction projects. After placing the first project (a rushed job as befits the Colonizers trait) I decided I had made a mistake and wanted it on a different tile, so I selected the item in the manufacturers list, selected the tile I wanted the project in and the project to build, clicked "build" to activate it, and got a project that was NOT rushed.
The bug is that if you cancel a rushed project it doesn't remember the Colonizers trait setting.
