Someone asked this question on one of the Dev Streams a while back. From memory here, so I may not have perfect recollection of what the answer was, but I think they would look into it at a later stage & it might require a change in Stardock's licence agreement with Rad Games or something, to make an additional proprietary file type that modders could use. So I guess its still up in the air a bit at this stage.
The other option I suppose is to contact Rad Games and see what options there are for licencing yourself. I believe they do offer tailored licence's for Indie Dev's etc. So it may be a relatively reasonable option price wise if you do have a bit of spare cash. Indie versions of DCC tools lately do seem to have some good offers and be relatively reasonable options for modders these days, which is good, but I do understand, can still be out of range for many people.
I'd be keen to do a vid or two too, but we'll see how it pans out I guess.
