Just from a quick play session with a friend, if I am using the ship designer during his turn, and he ends the turn, the turn cycle wont progress. As soon as I close the Ship Designer the AI quickly catches up, but I have to save, exit, take my turn, then re-load my design and keep going. And then he has to tell me he's done so I can do it all over and get around to my turn again.

Also after the second time this happened we crashed strait to desktop. Unclear as of now if that is a related issue.
