Can't Declare War on Terrans?

I'm playing as the Altarians, however, I can't declare war on the Terrans, it's around turn 400 now. No UN enforced peace agreements that I can see, so I'm kind of at a loss.

I have all the other races playing with me as well, even in the diplomacy screen I can declare war on everyone else except the terrans. It's so strange.

They spent the Ideology Points to prevent it x100 turns I'd guess..

Oh yea, that makes sense. Completely forgot about Ideology points for the AI.
