I know some people like a quick start in exploring. But, how can you have 3 ships to begin with and have no technology to go with them. Maybe an option to start without them.

Delete/scuttle them upon starting game!
No technology? You have the first generation hyperdrive, life support and sensor technology. Just because you don't have weapons doesn't mean you have no tech.
Can I start the game with custom ships?
I would imagine that they will be putting in custom ship styles in with custom races like GC2 so that you can?
