Are there better or other map editors/civilization editors out there?

I've got the deluxe edition (Haven't been able to find a patch for it yet) and the map editor sucks. Do you know of any other editors? I would love to know how to make political parties, edit civilization, and all that sort of thing.

I don't know about editing civilisations or maps but Galciv writer http://www.diplomats-empire.com/writer/writer_004.htm allows you to edit parties, techs, improvements, etc.
