Game locked into an infinite loop where it reports (dialog box) that trade ships are needed and pops the same dialog box up when the user clicks to close the box.  The box appears to be generated when one fleet without a commander is moved to the same hex as a fleet with a commander.  There is only one commander ship for that player.

I attempted to submit this through the support page but the submit button would not activate.  I have a save file that reproduces the loop/hang every time (killed the game).
