[bug] Elevation Foundation dissapears from list of possible improvements

Hello,

I had unlocked: Elevation Foundation (Benevolent), Preparedness Center (Pragmatic), Intimidation Center (Malevolent) in this order.

After constructing on some worlds all 3, I colonized 2 new worlds. On these 2 new worlds, the Elevation Foundation was no longer available as an improvement.

I looked at the Ideology trees and it still showed as unlocked.

Elevation Foundation is a 1 per faction building. The bug is that it lets you start building it on multiple worlds. You can't build any more once you've built one.

If you've got the blue prints to build one why not build several ?

Short answer, being able to build it is a very nice perk. Being able to build it multiple times would be drastically OP. Same for any super projects. It's not just a question of blue prints, if one wants to think of a rationalization. It's a question of unique people and resources to make it work. Think Manhattan Project. They could have built another Los Alamos, but who would they have gotten to staff it? Where would they have gotten the extra U-235? Etc.
