I have a question how do I get the game to quit the insane jumping around of the side bar when any unit starts to phase jump and I am trying to give me fleet orders?
You can't stop it from jumping to the best of my knowledge, but you can assign fleets to a hotkey. Highlight a fleet press "control + 0-9". if you want to add to that fleet "shiift +0-9". if you want to remove a ship/s "control +shift +0-9".
