[Fixed][Bug] Bounty reveals owner of unscouted planets

As shown in the picture: even though the planet is unscouted, the planet owner can be deduced by the text notification of the bounty (compare the Bounty Reward in the planet window to the current bounty target in the top-right window).

There's actually more than one thing wrong with that screenshot. The bounty is supposed to be divided among all the units/colonies the player owns. There are 6 visible green colonies in the screenshot,  so no single colony should have the entire bounty amount

It's probably just a display issue since that particular colony is unscouted, but still
