Engalan rating?

Anyone care to explain this?

ALso... how do you read the issues information in the CANDIDATE INFO screen? The tab other than characteristics with the green/reb blocks and the arrow that points to about midway below them? The top half? The bottom half? The slider?

It seems like the "bottom half" isn't used... which would be the current state attitude?
