False Belief Monitoring

I can't find a post on this so if its been covered I am sorry. Does anyone know what False Belief Monitoring does? its an Advent Tech that says Scryers become attuned to the sentiments of distant people, allowing your empire to view the spread of hostile culture throughout the galaxy.

I have the tech and haven't noticed anything different at all. Anyone know what it does?

So I guess if you researched it and you see no changes, congrats. You've managed your culture admirably.

I guess no news is good news. Particularly when the enemy owns the network.
