Can the Cobalt Light Frigate Upgrade?

It's description says it can.

I have a question. The TEC Cobalt Light Frigate's description box says:

"A workhorse combat frigate that can be upgraded to efficiently defeat other ships with abilities."

I don't, however see an option on it's control panel to spend experience points. Is the description referring to technologies that can be researched that make the ship more powerful? Or am I missing something?

Yes. they have antimatter than can be activated with as a weapon with research.

I believe this is talking about the techs that increase the damage/armor/ect, but also about the ability it could learn being an upgrade.

It's a research topic called "Sabotage Reactor". The only ships that are upgradeable from it's control panel are the Capital Ships.
