On my computer off to the left is "Settings". Scroll down until you see Galactic Civilizations III and then drop it down so that you can see the options there. Tic "Additional Command Line Arguments" and then add "-cheat" (no quotes). While in-game you can hit the ` to access the command console. Hope this helps.
