I had surgery for this about a year ago. It really wasn't a big deal and recovery was pretty quick.

I've been using the Insider versions for a while and have liked it. I got rid of Chrome.

I'll bring this up to the developer working on an updated version of CursorFX to see if there still an issue. If there is any current games this is happening with it would be helpful to look at.
What version of Fences are you using with Windows 10? Fences 3 is the current supported version.
You can keep snapping enabled in the configuration, but if you need to adjust the size of a fence you can just hold down Shift while resizing and that will temporarily disable snapping.
Windows 10 is updated fairly frequently, so it's certainly possible a recent update could be interfering with what once was working correctly.
Your last purchase was January of last year. I would first try clearing your browsers cache/cookies then try again.
