I thought I read somewhere, that the games AI is concurrently running while the player is taking their turn, is that true?

I would love to see a game utilize all 8 of my cores

so far the game looks good and plays well. some of the things I have come across are 1) not researching - a couple of times i have gone at least a couple turns without doing any research. I think it was done by going into the research screen, but not choosing anything and exiting. 2) "lost scout" not doing anything - I think this was again, after being presented with the survey ship finding a lost scout, and then me not doing anything with it on that
