That stops DECLARATIONS of war, not currently ongoing ones... So if you made peace they couldnt declare war again... I think that you can purchase their fleets no matter what, diplomacy is a placeholder for now(not 100 % sure tho)

Anyone played mass effect ? The way paragon/renegade works in ME2 and ME3 is something like this; You have reputation, which is the 'weight' of your choices so far, every choice you make, good or evil gives you basically the same amount of reputation. Wait, isn't a huge part of the plot of Galciv based on humans discovering feasible fusion power that can fit on a ship ? Thus making solar panels a really dumb choice and practically solving all of the energy requirements? With that out of the way.. Bugged me too... Try assigning a project... I think(!) it only uses up your social production and not military, so your social production is going to waste... I usually assign a research project or birthing subsidies.

So yesterday I played my first serious game of Galciv III with Altarians(cca 3 good 2 pragmatic ratio) on a large galaxy, and I gotta say, I am actually quite impressed with some of the things that have been done.
