Yes, it is impossible for moderators to have knowledge of all skins. I was thinking more of a solution seen at winamp.com. Every skin they show has an option for people to say if it is a rip, then moderators could take it away if the person is right.

WinCustomize should not accept skins that are rips. Even if the skin has one single element that the "author" has not created and is the work of someone else. What if the real author doesn't visit WinCustomize everyday, or he or she is on vacation not knowing that someone has rip his work? (The little frog is very cute.)
