Bump. Bug is still there, do people not test this stuff, or just not build starbases?

Bumping this, since there haven't been any confirmations of this bug, nor if it has been fixed already or not.
In my experience it always happened the 2nd planet I invaded after i encountered the bug and reloaded. So if i have 10 planets on my list to invade, and it crashed on invading the 4th planet f.e., i will load the autosave from a turn before. Now the 4th planet invasion will go fine, but the 5th one creates a crash. Hence and repeat. If the crash happens during an autosave transition however, I noticed that the game itself does not actually
Not the only problem with the AI, In most of my games they seem to be unable to put more than 3 ships in a fleet. Failing at simple basics imho :(
So I am uncertain if this bug was around before, but in 0.96 (the latest opt-in version) it is present. Aside from the first module, namely the cultural forum, I am unable to upgrade my cultural starbases after I unlocked the modules through techs. I unlocked multiple of the techs that should allow you to build these modules, but none of them show up on upgrade screen. Honostly this annoyed me pretty hard, since I wanted to play a peaceful
