Steam doesn't. As far as I am aware, and I keep regular tabs on this game, the collector's edition is several versions back. The Ultimate and/or Gold versions offer everything but also include the redundant Trinity version with Rebellion. You get the best bang for your your money with just buying Rebellion and buying the DLCs except Trinity and the Soundtrack thing.
Trinity = ancient not needed Rebellion = Latest full game build Ultimate = Rebellion plus DLCs
The lack of scaling per galaxy size is a big issue with several items, governments included. Can be frustrating to those of us that love the biggest maps around and yet get a bit short changed from features that don't scale with those maps.
Technically there is only three. Just that each one has two subsets.
