It's not entirely obvious how to get this with tokens (or I'm just being dumb, equally possible!) For anyone, having trouble, you need to go here: http://totalgaming.stardock.com/store/newreleases.aspx This will let you buy with tokens. To download, though, you'll need to download Impulse since it doesn't seem to show up in Stardock Central.
I'm sure Stardock would happily sell it to you if they could. If it's been withheld, then logically another publisher must be about to release it in your region (incidentally, it's time these regional publishing models were rethought IMO). 1C did state on their forums that they'd be making it available through their website this month. It's not entirely reasonable to think buying the original from them should guarantee you can also get the expansion, but I do agree it would have been

I rarely read EULAs because they are absurdly long. Not only that, but you can't really expect the average person to be able to fully grasp the implications of the legalese they contain without professional advice. Out of curiosity, if you were being sued for violating an EULA, could you use the excessive complexity and length as a defence?

I used to have to use Red Hat at work. Programs regularly crashed and I was even forced to manually reset the computer fairly frequently. No doubt this was because I didn't know much about how to use it properly, but then I don't know much about how to use Windows either, yet I find it *much* more stable.

My apologies. Tech inflation is in there by design, but not to that extent.
Frogboy mentioned this on another thread. The inflation is by design - researching a tech adds a little to the cost of all other techs. Possibly it's just more visible now because we can see the cost of each tech before researching it. Also, the AI has always dramatically slowed or stopped researching when involved in wars or building up its military.
