Military Govenor -- only partially working

When I switched all survey ship production to battleship production, only about 4/5ths of the planets switched. The same thing happened when I switched from battleship to avatar.

I thought I'd posted about this last night, but I can't find it.

I have had only one time so far to try this in my current game and saw a similar result. I told it to change all survey ship production to battleship production. It did not get all of them AND it changed one colony ship to a battleship (on Earth).

Hmm... I will post this one on the board, I have also seen some wacky stuff with the Govenor, with text getting messed up.

I think Cari fixed the "messed up text" problem, but the military swap issue is still being looked into. It should get fixed today.
