Planet and Star Building

Simple Question... how do I do it? I've got the tech, but I still can't figure out how to build... what's the deal?

You can't. Those techs only exist as a path to Final Frontier, the tech victory. It would be cool if you could, but the only way I know how to create stars and planets is to use the scenario editor in Altarian Prophecy!

Wicked thanks man... I gotta say though, that kinda sucks... there's nothing I love more than world building. Ah well.
