Tell us the name of the skin, so that we may look at it. Maybe it was packaged strangely. Sometimes, if permission is required, the skin is zipped separately from the actual skin file. Therefore, the root folder doesn't contain the images and configuration files, and it may not load properly.

Delete the skin again. Then, check the windowblind theme folder, and make sure the folder was removed. Then, try to install the skin again. I'm thinking that the folder wasn't actually removed. Although, before you uninstall a skin, make sure you are not running it too. Also, if you are running another skinning program and then want to switch to windowblinds, make sure the other program is completely unloaded. I personally don't reccomend any other skinning programs at all, other than windowblinds. This is the best was to avoid conflicts/hacked system files. In my opinion, windowblinds is the best anyway, and no other GUI skinning program is needed.

Also, the skin description says that you will need Windowblinds 4.4 or higher to run it. Make sure you are meeting that criteria. Other than that, no one else seems to be having a problem with it.
