Economy Sliders are not available

I've seen screenshots showing where they should be but they aren't there

I would include a screenshot but I'm not sure how.  The economy tab shows only the percentage values and I have no way to adjust those levels.  What am I missing?

Here is the image of my economy tab.

 

I also found another bug, it wont let me edit the description of my society.

 

Finally, the first time I started the campaign there was a whole society created with a leader and a bunch of stats.  When I restarted the first campaign where I saw this it was all gone and bare bones.

 

Is the game broken and obsolete?  I love that people describe it as civ 4 in space because civ 4 was a masterpiece.
