I'm not surprised at the offer. They are offering an Exploration Treaty, and all of the AI value that treaty way too much. I don't know what makes them value it so much, but it needs to be reduced by 50 to 75%.
Sometimes their offer has you offering the treaty. When that happens, they offer a lot om exchange. This convinces me that the problem is with the Exploration Treaty.
