Slightly annoying UI problem

Bit of an annoying UI issue, when trying to manipulate objects on the strategic map, if the mouse cursor is located where a leader card would be in the recruitment page it actually grabs a leader card instead of interacting with the strategic map itself. The unfortunate and annoying part is the strategic map becomes unusable in that area until you click on the leaders tab to make the recruitment page active and then return to the strategic view. Bit difficult to explain so a picture is included below, I tried to set a destination for a constructor and instead pulled out leader WEHU 2657 from the recruitment page. Think of it this way, the leader recruitment page remains active beneath the strategic map and the cursor interacts with it instead of the page that is on screen.

Windows 11 22H2

Hello Wotan, do you have to hold the leader, or does it happen to you, simply if your cursor is above a leader?

Hi Zabik, I need to left click in an area where one of the three available leaders would be on the underlying recruitment page. If I just move the cursor I remain on the strategic map but once I click in a specific location, a leader shows up. The really weird part is that it is not a behavior that is consistent, it happens periodically but not always, restarting the game usually solves it for a while. As in my example, I left clicked to move the map to set a destination for a constructor and instead a leader showed up, right clicking then no longer functions in that area of the map. Once the leader has shown up, it remains on the page and I can move it anywhere around the strategic map, I can even interact with the strategic map as long as I stay away from the area where other leaders cards would be underneath, then the cursor does not interact with the strategic map but with the recruitment page underneath instead, left clicking bringing up another leader, as long as one is still available, and right clicking having no action at all. 

I am playing with Gel UI turned off now to see if that makes a difference.

Played a couple hours with Gel UI turned off and the issue has not returned, could just be a coincidence and the issue will show up later but so far it seems that Gel UI may be the culprit, at least on my PC.
