Citizens who don't live on Core worlds are Colonists, which is why citizens get converted to Colonists when they are loaded on a colony ship. They don't give as many bonuses as citizens on Core worlds.

I can understand the thinking behind a citizen becoming a Colonist when they get loaded onto a colony ship but, when they land on a new planet, shouldn't they retain the training that they had on their original world? Or did getting on a colony ship wipe their brains clean?
Second, you say "They don't give as many bonuses as citizens on Core worlds." I have 2 questions:
- Your statement implies that a citizen on a colony ship gives some bonuses. What bonuses does a citizen on a colony ship give?
- When a citizen lands on a new world they remain in the Colonist role. What bonuses does a citizen in the Colonist role give when they are on a Core world?
