Space monsters and pirates too common

I'm not sure if this is the correct place for this or not, I only discovered these forums yesterday. 

But I've noticed that, even when set to "rare", there are a TON of space monsters and pirates. Two games in a row I've had both a space monster shipyard and a pirate shipyard within two stars of my home system.

Anyone else experienced this?

It's a known bug that that slider isn't working properly at the moment.  They're looking into fixing it in a patch cycle soon.  For some reason the game seems to spawn the same amount regardless of where this slider is set.
