Pop won't grow?

Adequate housing and full growth bar, but no new citizen.

A core world's population growth bar filled all the way, but because I had no housing, I didn't get a new citizen.

So I built some housing, and yet, I'm still not getting another citizen.  The completely full pop growth bar still reads "Population Not Changing".

Why is this?  What am I missing in order to get a new citizen here?

If you are Yor you have to manufacture yor population. 

Did you have food? Was your approval good? Was the pollution bad? Was crime bad?

Give it a turn or two.

If its not growing then make sure there is a food surplus.

Sometimes the population cap shown is rounded up from a half point--but you cannot get half a citizen. You can check this by hovering over the population bar.
