Been in a war for some time and captured a bunch of planets. Their approval sits around 12 - 22 percent. Can I work on this in anyway moving forward as I'm left with a bunch of very unhappy planets?
As I recall, if you are at at war with a species/civ, the citizens of that civilization suffer moral penalties. This persists even after you fully conquer the civ. Last I checked it was about 10% penalty.
