As the title states, there is a graphical bug in where one (or more?) strategic resources blinks in and out on the top ribbon of the GUI.  The resource in question is Arnor Spice.  I'm not sure if this is happening to just this resource or if it is just a general spacing issue with the strategic resources, but it appears as if the Arnor Spice tile in the top ribbon has been overlapped by the Ascension Crystals tile.

I can't really provide a picture of what is happening because the blinking happens quickly and seemingly random, but here are the before and after:
