Noob question about colony cap.

So i just picked this up free on epic games launcher. I'm a big fan of civ and so far it seems nice. However, i seem to be stuck at 4 colonies. I google and search the tech tree, all i find is to change government which i can't do in the base game. How do I increase the colony cap. I currently have 3 colonizers just sitting and waiting on planets trying to figure out how to colonize them.

That doesn't sound right. You should be able to colonize as many planets as you can nab. Even if you had the Intrigue DLC installed, you should still be able to colonize more worlds than you can properly manage.

Did a united planets vote vote to block further colonization of the galaxy?

The only other thing I can think of is the planets might require special techs to colonize. You should be to hover your mouse over the planet and gain information about the planet.

No i found several special planets i couldn't settle on because of the extreme condition. But the three i refer to are normal planets, no info on them at all. First i assumed i had missed something but third time I kinda figured I'm stuck at 4 for whatever reason. Is there some tech i need? I kinda rushed the settler ships to get as many planets as possible. And i don't seem to have governments in my version. 

 

And i didnt notice any votes on anything. I am playing multiplayer with my gf in a team, were only on turn 60 or so. If that could affect it

That's a constructor, it is used to build starbases and shipyards. To colonize planets you need colony ships which carry population, Iconian colony ships have the designation Colonizer.

You can press D to get rid of the text on the left.
