You need a graphcis program like The Gimp, Paint Shop Pro, or Photoshop

The Gimp is freeware, Paint Shop Pro is about $100, and Photoshop is about $600. Then you need to spend a fair amount of time learning how to use the tool and then be creative

Actually I was holding "shift", ya know typing in all caps breaks the first internet rule, but sometimes can be helpful. Such as when I emphasized me "LMAO." sorry if that annoyed you, but thanks for saying please

On a constructive note, MS Paint is probably as good a way as any to get an idea of the basics.
Paint Shop Pro is good and user friendly.
The Gimp is a sophisticated program and while free it has a steep learning curve.
Photoshop is the industry standard and is priced at that level.
Do a Google search for Paint Shop Pro or Photoshop tutorials, there are so many out there you will get an idea of what is best for you.

No one can actually 'teach' you .... but once you decide on your program you can use the online tutorials to make a start, then it's experiment and practice!
Talent is handy as well.

One great and easy way is to get a digital camera and a scanner. Do some traveling too and let your imagination take the pictures. Then you can try modifying them and playing with them. Nothing looks as good as a real image. That is also a good way to relax and enjoy life away from the computer.
