Bug with auto-upgrade disable -v4.0

Hello, I'm running the released version 4.0 and am noticing that mid-game turning off auto-upgrade does not do anything.  Its very frustrating.  Also to double the pain, I'm playing as the Yor so resource management is critical.

Anybody noticing this issue or am I just an oddity here?  Would really, like to figure out how to turn it off.  I'll try a new game starting with it enabled to see if that has different behavior.

Nucleawasta, I'm pretty sure the level of changes in which Turn-off Auto-Upgrade is located is not "In-Game", ie you have to make the changes on that list, then start a GalCiv3 game (in the same way you can't suddenly decide mid-game that you're sick of those pesky pirates and change their Occurance from Occassional to None). At any rate, once I downloaded v4.0, before I started my first game I turned Auto-Upgrade off so I could be wrong about being able to make that level of changes in-game

Okay, that makes sense and is what I would have guessed. Would be nice to change it in game but at least I know the behavior.

many changes in updates will not work in older save games, though some will.  I generally just start a new game with new releases.  Though I've been playing another game lately, so have just barely started to see some of the benefits of 4.0 with the planetary DLC.

Yeah I've been asking for both local, and global governor options since before even the beta started. It would be nice to have it both ways.
