The ships of the minor civilization at system "Divine Yolia" to the east of the map do nothing.
Minor Civilizations AIs were shut down a while back. They are now nothing more than a free 15 planet.
Minor civilizations use their scout ships, why the other ships would not take action. And why build them then.
