Game Freeze on Start

Good Morning.

Need some assistance with a GC3 after replacing the graphics cards a few months ago (PSU killed my initial one). When attempting to launch GC3 with all of the latest mods, the game attempts to launch but doesn't fully load. It gets stuck on the opening cinematic, then freezes. When changing the pref.ini settings to SkipIntro=1, the game loads the start menu, however none of the buttons on the menu work (the mouse works and the key board works). Tired a couple of different settings in the pref.ini settings, but none of them work. My only assumption is that there is some conflict with the GPU, I upgraded from a 980 ti to a 2070 RTX. Has anyone else experienced issued with RTX graphics cards?

Below is the debug file and my computer specs:

Intel I-7 6850k on ASUS Maximus V Rampage

64 GB RAM

EVGA 2070 RTX and EVGA 1660 ti

Windows 10

Thank you in advance.

Sorry to hear about your video card.  That's not fun.  Did you run GC3 just before the previous card died?  Were you on the same version of GC3 and the only thing that's changed is the video card?

You say that you have the latest "mods" -- have you tried running the game with mods removed?

Did you submit a crash report?

I'm sorry, I initially said mods, I meant expansions. I have all of the expansions up until the most recent.

I haven't really been playing GC3, I took a one or two year break. But I do know it was running fine previously. I've been streaming (through steam) from a different computer with a 1660 TI and it works fine.

How do I submit a crash report?

Hello,

Sorry to hear you are having trouble.

You won't get the prompt for a submission if the game is just freezing, only if it crashes.

Try deleting the prefs.ini altogether and let the game recreate it on run again.  If that still fails, try windowing the game by editing the prefs.ini:

Fullscreen=1

to:

Fullscreen=0

DisplayResolution=-1 x -1

to:

DisplayResolution=1600 x 900

There are some other stuff that you may want to try here as well:

Hi,

I've tried the settings you suggested and plus the additional support FAQ in the link provided with no success.

EVGA cards are normally factory overclocked - have you tried with it not so, dialing it back?

What is the driver date for card (dxdiag.exe)?  Were you able to run the vcredist and DXSetup detailed in the FAQ?

Have you tried the opt-in?

If that fails, and leaving the Crusade expansion enabled, does it run with all other DLC disabled?

I am already opted into 3.8.

I reinstalled DXSetup, although the directory wasn't under t he Galactic Civilization 3 folder, it was under Steamworks Shared directory, otherwise the file path was the same.

C:\Program Files (x86)\Steam\steamapps\common\Steamworks Shared\_CommonRedist\DirectX\Jun2010

For the vcredist reinstall (of both files), the directions weren't to clear as both the file paths for the vcredist was the same?

I went ahead and installed the vc_redist.x64 under the 2012 folder

C:\Program Files (x86)\Steam\steamapps\common\Steamworks Shared\_CommonRedist\vcredist\2017

Should I be installing the latest one? under the 2017 folder?

Also, is there a setting that I can input in the pref.ini settings to set a specific monitor? I am running dual screens. I want to try and running the game of the  GTX 1660 TI vs the RTX 2070. When I change the adapter in the pref.ini settings, I get the cannot initialize display error.

I have fixed the paths as Steam changed them after that FAQ was compiled.  Also fixed the redundant vcredist path to include the others.

That error is also covered in the FAQ: -Error: 'Failed to initialize display'

Opted out of 3.8, that didn't work.

Reinstalled the VCredist, I even reverted to 2015 to try running it, that didn't work (2017 installs over 2015).

Back to my intial question regarding the pref.ini. Is there a setting that I can add to pref.ini that designated a specific monitor for dual monitor set ups?

I can still get in the game, but I am unable to press any buttons or perform any action on the menu.

I would need to get with the Devs on that but a quicker test would be to unplug any monitor from the PC to test - forcing it to use the remaining.

I switched the monitors to go the 1660 TI and it did work. I can load into full screen to 2560 x 1440 and 1080, with the menu options being clickable. Although now, I do not have in game sound or music.
