Stuck turn

My save file always get stuck when the United Earth turn start and nothing I do can fix it. I'm sending my save file link. After pressing "turn", one of my colony ships get to a new planet and then the AI starts. When it's the United Earth's turn, it get stuck.

Opa-Opa and Schism

I downloaded a usable save using the second link. I loaded it into GalCiv3 and followed the steps listed in the OP. I also got the stuck turn. The devs should be able to use this save to find the problem.
