civilization builder citizen names edit xml button opens IE

when i go into civilization builder and go to the section where you can choose citizen portraits and names. I click on the edit xml button to add names and it pops up a (blank page)  IE browser instead.  it this expected? happy to provide screenshots/details if needed.

When I try this it opens up the xml file. Maybe you have xml files associated with IE? I used notepad++ to edit xml. You may want to try downloading that or associating xml file with normal notepad and see if it resolves your issue.

 

Is anyone else seeing this?
