What are the game mechanics behind Tactical Repair (v3.03)?

I'm trying to choose between 3 specializations for a certain tech: +2 tactical repair / +20% ship hp /-20% ship logistics cost.

I have no idea how to evaluate how good a free +2 to tactical repair is on all ships that I build, compared to the other two options.

As a wild-ass guess I imagine that every time interval (length unknown to me) your ship heals a number of hp = it's tactical repair total (so 2 hp from this particular tech). I don't know if the hp repaired is affected by hull size or not, either.

Does anyone know *precisely* how tactical repair works and how useful it is?

No, I don't know precisely how it works.  I've seen it described as allowing ships to heal 2 points each turn during a battle.  However, I almost always take it rather than one of the other two because about 80% of the time, in my experience, my fleets emerge from battle with full hit points, even if I see them taking damage in the battle viewer.  So despite not knowing how it works I consider it valuable.

Thats how it works, so if your facing a enemy with 8 Missile dmg, and without any cooldown reduction

(so it shoots once every 4 battle turns), you heal as much dmg as you take.

Thanks, even though I've watched lots of battles in the viewer it's never been clear to me what a turn was in that context.
