I just received a message saying "Altarian Resistance has changed to Coalition Government Government". I certainly hope not, they surrendered all their planets to me 20 or so turns ago. Has this happened to anyone else?
Ok, I just saw this also. In my case it was the Tellarite Republic (a custom race from the Steam workshop) but they also changed to a "Coalition Government Government". They were conquered by the Slyne in my game long ago. They also show up in the treaty details window as still having an Open Borders treaty with me.
Haven't seen this happen yet - though - reckon it's possible the civilization in question was conquered at the same incredible moment a colony ship of theirs colonized a planet?

No, in my game I had revealed the entire galaxy and could see all the planets. The Tellarites were well and truly dead.
Same thing happened to me several times in 3.03.
Had 20 race game on an immense or huge map, a race would surrender or the game would say that X race was destroyed, but I would later see a message saying that they had changed to a coalition government.
Haven't seen it in 3.04 yet, but wouldn't be surprised if it was still there.
I think having a treaty makes them “sticky”. The game still does some processing if you have a treaty.
