Why can't I build transports after researching planetary invasions?

DId you do something with your 10 legions you get when researching Planetary Invasion? Because you cannot build transports if you have no legions in the global pool.

I didn't do anything with the legions, after I quit the game and started it again I could build transports.

Are you trying to build the stock transport or a custom one? Each transport module you add supports 5 legions.
