I'm playing GCIII Crusade, and I'm trying to transfer a General from one planet to another.
The second planet is at my border with another faction, and the General's defensive capabilities are more needed there.
But the transfer feature won't let me make the transfer, it's grayed out.
Why is this, why can't I make the transfer?
Once a citizen has been assigned to a planet, to get him/her back into the pool so that he/she can be assigned elsewhere you have to go to the Promotions tab for that citizen and use a "Recall" promotion. After that is done you can do the assignment. As I recall not all citizen types have the "Recall" promotion available, I'm not sure if the General is one that does. Check it out.
Like Publius said, not all citizens can be recalled, only Worker, Engineer and Scientist.
The only way I know of to get back other citizen types (e.g. General) is giving the planet to another civ, This will automatically recall all citizens assigned on it to the pool.
The transfer functionality is used for something else.
