No Access to Transport Module

Hey guys.  I really like this game.  But out of the blue a problem has formed.  I am not able to build transports.  I try to make a custom ship and it shows all of the modules (colony, construction, etc.), but not transport module.

I can still see transports on Campaign games.  For some reason just never an option on other quick games.

I have monitored this on Custom civilizations, Terran resistance, Terran Alliance, and Drengin Empire quick games.  If you want some screen shots, I can post those.

I have reinstalled the game off of Steam twice.

Any ideas?

You have to research planetary invasion before you get access to transports!

The good news is that invasion is much easier to get to in the early game now. If you b-line it, you can invade neighbours before they get legions garrisoned.
