Ideology difference and diplomatic change

So I am playing mostly benevolently and the Thalan Contingency is playing pragmatically - according to the diplomatic report on them. But it subtracts two for opposing ideologies. Is it just me or do they not really seem to oppose each other?

In GC3 you get a diplomatic penalty whenever your ideology differs from an opponent. Pragmatic is just as opposed to Benevolent as Malevolent is. If I recall correctly it was different in GC2.
