I placed 3 spies on a foreign planet I was at war with in a sandbox game. Was able to open up the planet and see it.

Still got no Steam achievement.

I had 4 plus doing missions.

Was at ultra.

ran several missions to destroy buildings.

Got it. Destroy buildings did the trick.
