New fleets appearing out of nowhere

In my current save, the game keeps 'gifting' me entire fleets and individual ships out of nowhere.

The terrans recently surrended to me. A few turns after I cleaned up their assets, the new ships started to appear. Many of these fleets exceed my logistics cap as well. Additionally, it seems the research is bugged as well. Techs showing as 2 turns are appearing in one.

If you ever see techs off by more than 1 turn, I would like to know.   If it is off by one, usually that is due to carryover.  I.e. You are at 200 research per turn, current tech is at 190/200.  Next tech also costs 200.  Click "Turn", you complete the tech.  And your next tech is already at 190/200 due to carryover.
