Do the Drengin and Altarians not value their ships?

This one is probably going to erode my interest in Galciv3 much more quickly now.

 

I've got two different games where I initially met the Altarians and/or Drengin, and I offer Open Borders to them as soon as I meet them.  What can I get for that?   40bc, and that's it?   Nope--how about EVERY SINGLE ONE OF THEIR SHIPS.    So I initially meet the Altarians, and I get a 2 colony ships, 3 constructors, 2 survey ships, and 2 trade ships.  For OPEN BORDERS.   What's more:  what impact does that have to his and my Administration?  I had 3 administration before the trade, and I have 3 after.    I can go to town with every civilization out there who doesn't value their ships.

I realize this problem can be easily worked around:  simply don't trade for ships.   But when I have to force myself not to do that, that takes away a lot of the fun for me.  It also reveals that the ramifications of Administration have not been fully thought through.

More testing.  Looks like if their empire has a negative cash balance and they are netting a negative income, they will give all their ships away.  Still exploitable, but hard to get a godlike AI into the red.

... I have to ask, is this Crusade? I know this was an issue in the base game but I've not seen it since Crusade. If Crusade, that's gotta get a fix.

It's Crusade.   I can take all of his ships and my net income plummets from +23bc to -57bc.  And I just had Iridium willing to do it--somehow he managed to spend his way down to -5000bc all on his own, without my help.   It's a game spoiler if you do it.

Can confirm that this is the case in crusade. Just met the Terrans with a -231 cash balance. Offered open borders & 3 techs - in exchange got their 2 techs, 1/4 of every resource (early game so was only Dur & Prom) and all 12 of their ships including 2 colony ships & 3 constructors

This is very sad.  It's not dependent on Open borders.  The Altarians went -88bc, and she built Transports.  I throw 4 bc into the pot, and she is willing to give me all of her ships:  94 ships in all.  I could take all of her ships and then turn around and invade her undefended planets with the transports.   Game over.
