how can it be possible for a race to steal techs from you when they have no active spies on your planets?

i killed the spy and they were still stealing techs from me?

My first guess would be diplomats and trade routs.

They have a spy assigned to your race through the espionage screen.

I'm literally losing a tech every turn and espionage is showing no spies on my planets

You can't kill spies assigned to your race.  They are not on your planets!  They are assigned via the espionage screen.  There are three ways spies work.

You can assign spy to a planet,  assign a spy, via espionage screen, to a race in order to steal techs, etc,  or leave them unassigned to resist spies that are trying to steal from you.

I find it game ruining to be honest. I'm trying to get on and enjoy the thing but losing a tech every turn or two is just driving me mad.

put spys and leaders in counter espionage.
