Strategy Options Against Enemy Citizens

I really like the citizens for changing some of the rules of this expansion (especially what Generals do with transports, thank you for ending the end game grind), but I find that I would like a way to disrupt another civilization that is compulsively training Leaders.  Is there a method for getting rid of enemy citizens that are not Generals or Spies?  I think you kill citizens if you take over a planet that they are at or shoot them down in transit, but is there a way to hold a ray gun to another civilization and say "Take Me To Your Leader" to get rid of another civilization's Leaders?

 

Also, I think there should be some civilization creator option that prioritizes citizen recruitment as their race hat.

Everyone gets a citizen every 10 turns, so while it would be interesting to set the priority for civilizations citizen choices, all races should have the same amount with he exception of spies and generals etc dying. I like the idea of being able to train an assassin citizens, but there would have to be a way to balance it.
